The Council of Europe was established in 1949 and has its headquarters and secretariat in Strasbourg. Comprising 47 member states, it is one of the few truly pan-European organizations.

The principal aim of the Council of Europe is to work towards strengthening human rights, parliamentary democracy and the rule of law in its member states.
